The Hold Lead Auto Dialer is outbound-only. handleInbound is hard-coded false. AMI does not park, look up, or offer inbound callers. Predictive does not yield agents for inbound.

Outbound only FreePBX keeps DIDs No inbound socket events

What that means

A customer who dials the DID is routed by FreePBX, not this process.
Agent desks are not blocked by inbound offer/talk from this dialer.
Dashboard On hold counts predictive outbound hold legs only.
Socket inbound is not emitted.
src/dialer/inbound.js still exists but is not wired in src/app.js.

Do not turn inbound on without a separate product decision. Outbound hold-lead calling is in Progressive and Predictive.
